At the State of the City event on April 18, 2026, Mayor Liane Welch officially kicked off the Neighbors Helping Neighbors, Bay City Utility Assistance Program. This program was established by the City Council after several months of discussions, for the purpose of assisting community members in need on their utility bills. Contributions may be made directly to the City of Bay City and can be either one-time contributions or regular monthly contributions (in increments of $5.00) added to your monthly utility bill. Funding is solely through the contributions of community members and is held separately from other funds. 

At the State of the City event, the Bay City Boosters Club kicked off the efforts with a $500 contribution. This was quickly followed by a $100 contribution from the Bay City Methodist Church and a $136.12 contribution from a spare change drive held by the Tillamook County Democrats. 

The level of support we can provide to community members in need will depend on the contributions from community members towards this cause. Contribution forms can be found on the City website (under Forms, Utility Assistance Program Contribution Form) and can be sent to Lori (ljepson [at] ci.bay-city.or.us (ljepson[at]ci[dot]bay-city[dot]or[dot]us)).
