Beginning a Project in Bay City
When beginning a project, such as building a house, adding an addition, adding an accessory structure, putting up a retaining wall, it is important to make sure to review the City requirements and procedures so that the process is efficient.

Find the zoning of and the uses allowed on the property and City requirements.
- Find your property on the City Map online at: HTTP://baycity.maps.arcgis.com/apps/webappviewer/index.html?id=861aa85af1b44580a6730536f22fa067. There are 8 zones in the City: Low Intensity (LI), Moderate Intensity (MI), North High Intensity (NHI – the Downtown District), East High Intensity (EHI), South High Intensity (SHI), Shorelands 1 (S1), Shorelands 2 (S2), Shorelands 3 (S3).
- Make sure the use proposed is allowed in the zone. You can find the uses allowed in the City Use Matrix and codes online at: HTTP://baycity.municipalcodeonline.com/book?type=ordinances#name=10.06.020_Allowed_And_Temporary_Uses.
- Make sure the City regulations are met (height, setback, lot coverage, etc). You can find the City regulations and requirements in the City codes online at: HTTP://baycity.municipalcodeonline.com/book?type=ordinances#name=10.10_Development_Standards.

Find the City utility (water, sewer, road) availability and improvement requirements.

The City requires that water, sewer and an improved road be extended to developed properties by the property owner/developer.

Identify Natural Areas and Hazards (HO) on property.
The online City Map has layers that identify the location of natural areas hazards in the City such as wetlands, streams, slope and flood hazard areas: https://baycity.maps.arcgis.com/apps/webappviewer/index.html?id=861aa85af1b44580a6730536f22fa067.
- If there are wetlands or a stream on the property, State review is required.
- If the property has 12% slope or greater, a geologic hazard report is required.
- If the property is in the flood hazard area, special permits and plans are required.

City of Bay City Permit Application Submittal Instructions
- Submit a Zoning Permit Application Form and accompanying plans: Signed by the property owner(s). The permit and plan examples can be found online at: https://www.ci.bay-city.or.us/cityhall/page/zone-permit-forms.
- Submit a Recorded Survey with the corner monuments: Submit a recorded survey by a professional land surveyor that identifies the property lines and corner monuments. A find and flag survey by a professional land surveyor is required if the survey monuments are existing.
- Submit Site Plan (3 copies): Drawn to measurable scale, with a north arrow, consistent with the lot survey. Depict all structures, excavation, fill, stockpiles, storm water drainage and erosion control measures, and driveways to each property line. Identify the where vegetation will be provided to meet the lot coverage and open area requirements for each zone: MI Zone: 40%/60%, LI Zone: 25%/75%, HI Zone: 90%/10%, SH3 Zone: 40%/60%. Identify the required setbacks: Wetland: 15 feet, Stream: 25 feet. Front Yard: 20 feet; Rear Yard: 10 feet; Side Yard: 5 feet side; Street Side: 15 feet.
- Submit Building Elevations (3 copies): Submit construction plans showing front, right, left, and rear elevations. Identify the existing grade on each elevation. Provide a building height calculation measured as an average of the center of all walls from existing grade to the peak of the roof. Building Height Max: 24 ft.
- Submit a Grading and Erosion Control Permit Application Form and accompanying plans. The permit and plan examples can be found online at: https://www.ci.bay-city.or.us/cityhall/page/grading-and-erosion-information.
- Submit Site Plan (3 copies): Drawn to measurable scale, with a north arrow, consistent with other plans. Identify the location of separate roof and foundation drains and proposed excavation and fill (if any). Identify the fill type amount, site plan, and cross-section. Provide a design and completion date for vegetation of bare soils for the required lot area. Depict all structures, excavation, fill, stockpiles, storm water drainage and erosion control measures, and driveways to each property line.
- Submit a Driveway Access / Right of Way Permit: Provide either a driveway approach application to build a driveway from an existing improved street or a right of way application to construct access to an existing substandard street. The permit and plan examples can be found online at: https://www.ci.bay-city.or.us/cityhall/page/road-approach-application. A 125% deposit of cost is required for delayed construction with time limit to build.
- Submit Utility Permits: Contact Public Works to coordinate water service and sewer service approval. Install lines and service connections as required. Install improvements to the storm water drainage system consistent with the city storm water master plan. When installing the water and sewer, the city is required to make the water hook up and install the water meter. The cost of labor and the meter are the obligation of the developer, however, the sewer may be hooked up by the developer with city inspection. - Submit a Utility Service Application for use of City utilities (water/sewer). Payment for the deposit is due when the meters are installed. Payment for services begins when services are activated. - Submit a Tree Removal Permit: Provide a property site plan identifying the location of any trees to be removed. The permit can be found online at: https://www.ci.bay-city.or.us/cityhall/page/tree-removal-application.
- Fire Code Review: The City will review your plans for written authorization from the Fire Chief to ensure that a water supply such as a working fire hydrant is located within 250 feet of the property and access is fire code compliant. Infrastructure construction will be required if necessary.
- Hazard Overlay (HO) Zone Review: Provide reports, plans, plan reviews, subgrade inspections, and final inspections signed, stamped by a qualified Professional Engineer (PE) and a Certified Engineering Geologist (CEG) where the slope is 12% or greater, there are mapped intermittent or perennial waterways; cuts or fills exceed 4 feet, a sinkhole is within 50 feet, property is in the tide flats, property is within the Special Flood Hazard Area, there is non-engineered fill.
- Flood Development Permit: In the Special Flood Hazard Area provide a Topographic Survey, Pre- Construction Flood Elevation Certificate, Lowest Floor Elevation Certificate, and Post Construction Elevation Certificate prepared by a Professional Land Surveyor. In the Coastal High Hazard Area, provide Construction Plans and V Zone Certification prepared, signed, and stamped by a qualified Professional Engineer.
- Fees: Pay all required fees. System Development Charges (SDC’s) must be paid no later than when a Zoning Permit application is submitted. Prior to occupancy, pay any additional fees incurred for required inspections.
- Inspections: The City handles the setback inspections prior to the construction of the foundation, and the final inspection prior to the certification of occupancy. Sub grade inspections required by HO zone permit by the PE and the CEG, are required to be turned into the city at the time of request for the setback inspection.
